A Phase I or Phase One ESA is a non-intrusive preliminary study entailing site history and inspection and documentary research. A Phase II or Phase Two ESA is an intrusive study in which soils and groundwater samples are tested.
Phase 1 ESA Services
Phase 1 ESAs are typically conducted along the following lines:
History
Review existing historical records for the subject site and surrounding areas to identify actual or potential sources of environmental contamination
Inspection
Perform a site reconnaissance (including existing buildings) to observe and document the present environmental condition
Information
Perform interviews with knowledgeable persons and regulatory officials for additional information relating to any environmental concerns
Data Evaluation and Reporting
Preparation of an engineering report summarizing pertinent findings, conclusions and recommendations

Phase 2 ESA Services
Phase 2 ESAs are typically conducted along the following lines:
Review
Full review of previous reports for the subject site and surrounding areas to identify actual or potential sources of environmental contamination
Field Work
Mobilizing, drilling and logging of boreholes or test pit excavations for soil sampling and/or installation of monitoring wells for groundwater sampling
Laboratory Testing
Screening and selection of soil and groundwater samples for contaminant analyses at an accredited laboratory
Data Analysis and Reporting
Preparation of an engineering report of findings and recommendations

Following successful completion of a Phase One/Two ESA, a Record of Site Condition (RSC) can be filed with the Ministry of the Environment & Climate Change (MOECC) for inclusion into the Environmental Bill of Rights Registry.
